What a lot of people won't realise that they probably already driving a car that meets these standards. Car manufacturers don't 'down scale the technology' to just sell them into Australia, they just sell the same model. e.g Volkswagen Golf.
So the only people would see the $1K benefit will be those who buy the same vehicle but new that has to change to meet the standards such as I assume a LandCruiser V8 would need to.
