When comparing the updated wording for the Mines and Minerals Act which is currently up for gazette:

the section on Fixing of Royalty (167 in new Act, 245 in old Act) has been greatly simplified and made less prescriptive on fixing royalties which I think is one of the key aspects which requires amendment for the PPSA to be lawfully entered into
