What you are talking about here is organised acts of war, rather than conventional terrorist attacks. The only time in the last fifty years that such an event has occurred in a Western country is 9/11.
The events that you are talking about require enormous sophistication and can only carried out by large organisations with deep pockets. Even then, as per the original post, it would be far easier and less risky for people to walk in with a whole bunch of backpacks than organise something of this nature.
The best defence against such attacks is not and never will be anti-drone technology - it is far too dangerous to use in such environments because one way or another it will lead to the device being detonated in a populated environment. The best defence is good intelligence networks.
Obviously cities get this as they are not purchasing anti-drone technology. Also, anti-drone companies understand this and are not bothering to target a market that does not exist.
Anti-drone technology is incredibly important, but it has specific uses and limitations.
