That "will" be? Based on what?

And have they started construction on the mill? Given we are rapidly coming to the end of March surely construction would have to be underway (or just about to start at the very least) for the mill to be "on track for 2024"?

Finally given how many announcements have been made regarding the delivery of a mill - what makes you so confident this prediction of being on track for 2024 will actually deliver?
