I'd wager the updated RtS hasn't yet been submitted, but that it will by the end of this month. Personally I don't have a problem with this. Bruce would surely have worked out by now (as have we all through this arduous process) that it's better to ensure he's dotted all his i's and crossed all his T's before rushing to submit anything again that could add 4 weeks to the timeline if there were any risk whatsoever that it may require further information from an unsatisfied party.

Heck, I wouldn't be surprised if we receive a "price sensitive" update to say that the revised RtS document has been lodged with the EPA the day before the CR window closes, to encourage holders to participate.
