From a trading perspective All Ords is pretty meaningless. It's more a measure for how well the ASX is doing given it accounts for 90% of all listed stock.

We want to enter the ASX 200 and 300 for anything meaningful.

I'm not an expert, but my understanding is that funds can start acquiring in the next couple weeks for new funds, and dump their existing ones (if they're required to). Otherwise, funds with strict 'ASX 200 only' rules would have to dump/pump stocks on a specific day which would hurt markets stability and lead to poor outcomes for index fund investors.
