I wouldn't expect an announcement like this to lift it, and an MOU announcement wouldn't lift it either.
As I'm sure you're aware, the only thing that will lift it is a positive FID announcement.
This announcement is a positive for the FID process though, regardless of how it does or doesn't affect the SP.
