The "placement presentation" announcement this morning sets out how they intend to use the funds raised and why they are raising now. Primarily, Alcore will use the funds to build a pilot plant and design the first production plant. (I gather each dollar spent is matched by the Government.) Also, the funds will be used to drill out the Rare Earth deposit.
Up to you how you vote. I'm expecting it will be voted up without the need for "good news".
