It is to do with the cpc deal it states that in the TH letter. I think it is a full TO because cpc would know right now what STO is willing to accept for the sell down so CPC will want to add the parts up for their interest and taking out CVN would be fairly easy now the STO sell down price is known. Clearly cpc wants more than 10%
