I have no knowledge on these matters but had a thought.. Would a Chinese (or other) refiner really be willing to pre pay stage 2 capex and continue to purchase product for many years after when they could probably wait a bit and pay a % of it to buy the whole show and produce their own goods all the way to 40/60tpa?
