If I had to guess, BEZ may have applied for that portion of the funding with the intent to spend the funds soon after but if this planned spend was delayed then that would mean they wouldn't need it yet meaning quantum could hold onto the cash a little longer.
With old mate being on the board he wouldn't want BEZ just sitting on cash not being spent.
