    the state - meaning IMO, the nation

    I think that welfare housing should be considered probably for something like - laws for incomes under 'a figure'

    and that people should only have to spend a percentage 'max' of their income - perhaps about 20 or 25%

    but, first up - I believe that the whole housing setup needs a total renovation

    and I'd begin with a couple of principles or ideas --

    1. Residential housing is one of the most basic of human needs - shelter. And that this should be at the forefront of all housing policies, laws and decisions

    2. Residential housing should never be looked at in a form of financial investment and that it should be only looked at in a form of investment individually and as nation to house it's population properly as a setup foundation towards the population being and perceiving to be secure and as a stepping stone to a developing nation (if in doubt, visit Maslow's hierarchy of needs - not a gospel, but a bloody good idea and very much common sense)

    On the journey, I would think it wise to leave all cultural beliefs as they are at the door ------- so, the great Aussie dream - forget it, the important things are to house the population and to have real security and a perception of security - only from that base on can a society progress.

    I would throw out of the room any past beliefs and motherhood statements like -------- social welfare is socialist or communist, I would throw out the idea that 'private enterprise does a better job than government'

    chuck the lot - begin with a blank white sheet -------------- but, with the above ideas and objectives ------------ house your people and make it a stepping stone


    what the nation needs is for people, no matter what they do in their waking hours - to be able to go to 'home' at night and to be able to eat
    - to not lie awake worrying about sleeping secure, or where they will sleep tomorrow night etc. and how they can afford to eat - only when those very basic needs are taken care of can we possibly have a society where people can progress
