Perhaps a bit of research before making assumptions about why someone would want to own stock is needed here ?
He had the opportunity to buy vast amounts of stock when the company was much smaller and the SP was much lower too ...

If he buys some shares now, it will help his performance rights. Eventually he will when the price is right and he is still in the job.
