    United States President George W Bush has blamed the Palestinian leadership for a bomb attack on a diplomatic convoy in the Gaza Strip that killed three US citizens and seriously wounded another.

    Mr Bush says the attack was the result of a failure by the Palestinians to create an effective security force.

    "Palestinian authorities should have acted long ago to fight terror in all its forms. The failure to create effective Palestinian security forces dedicated to fighting terror continues to cost lives," he said.

    It is thought to be the first time Americans have been deliberately targeted in three years of violence and the US Embassy in Tel Aviv is advising citizens to leave the Gaza Strip immediately

    The dead and wounded men are believed to be bodyguards travelling with CIA personnel and US diplomats monitoring the implementation of the so-called 'roadmap to peace'.

    Palestinian leader, Yasser Arafat, has condemned the attack, saying it had targeted American observers on a mission for security and peace.

    Palestinian Prime Minister Ahmed Qurie says he will launch an investigation to find those responsible.

    "We condemn it strongly, we send all condolences to the families of those who've been killed there and we hope for those injured that they will recover very soon. We condemn it from wherever it comes and we will investigate the case and we'll see," he said.

    'Disaster'

    Palestinian Cabinet Minister Saeb Erakat says the attack is a disaster.

    "This is devastating. This is disastrous for the national interest of the Palestinian people," he said.

    "These are American monitors, who have been working here at our request, to oversee the implementation of the roadmap.

    A Palestinian militant group calling itself the Popular Resistance Committees has denied any role in the bombing.

    Responsibility for the attack was claimed earlier on behalf of the group by an anonymous caller to the AFP news agency.

    However, in an official statement sent to the agency, the group has said the focus of its resistance is Israel, not what it termed secondary interests.

    The Palestinian militants Hamas and Islamic Jihad have also denied any involvement in the bombing.

    Palestinian youths throwing stones forced US officials to leave the area as they were investigating the site of the roadside bomb attack.

    The investigators filmed the wreckage with video cameras before they were briefly forced to stop when youths from the Jabalya refugee camp pelted them and their vehicles with stones.

    Palestinian policemen fired into the air with automatic weapons, and Israeli tanks about half a kilometre away also fired sporadically in apparent attempts to secure the area.
