I would suggest that it's not a strategic mistake by CATL but an attempt to follow the CCP directive. A little bit of subsidising Chinese EVs may help Zeng Yuqun (40B usd) see through the Xi era purges. He would know it wont work (as mentioned with iron ore) but you ignore directives at your peril... probably a very stressful time for successful Chinese billionaires.
