As I understand it there is no proposed surcharge. They are putting limits on how much total CO2 can be emitted. Then the car companies decide how they want to price their product to comply with the rules. It's not a charge or a tax. In fact they don't even have to sell EVs, they can just import fewer petrol cars if they want to. I'm not sure how they'll make money if they decide not to sell EVs though.
