    In my time in the N.T I used to go to a community called Oenpeli which wasn't far into Arnhem Land after crossing the boundary at East Aligator River. This place had a bar set up which wasn't allowed to open before 5 in the arvo and only for an hour. It only served beer and no take out. I used to pop in there a few times and enjoy a beer or 2, and the local blokes were really good people. They loved to have a chat and ask about things, and tell their own tales. It was good friendly banter and interaction. The problems in Oenpeli arose when they got their money and left the community and went to the nearest pub to get take out. Then returned to a drinking spot and got blotto, then returned to the community and bingo, trouble. Alcohol does not mix with the Indigenous DNA. Png was the same, the locals could never handle the grog. So yes the booze needs to managed for sure or they progress nowhere.
