No he's not, he's referring to migration but hasn't got a clue of the difference between that and immigration. The 150k number he's ranting about is migration which does represent tourism and returning citizens and those other categories. Immigration numbers are set by Govt and Lab has reduced those numbers to 190k for the whole year. The Bunny is just running off on his usual ignorant tangent and has it all confused.
