My understanding of why he was declared a terrorist so quickly was in order to expedite the searches that led to other arrests pre ANZAC Day. If his action was classified as criminal they would have needed warrants to carry out those searches. Whether he should get a longer sentence if his actions are terrorist I'm not so sure. A reformed terrorist is probably a safer conveyance than someone who stabs people simply for a thrill.
