It seems like this bloke was a disaster waiting to happen. He was living rough, no job. He had very little contact with his family. A loner who was disjointed from society. The video of him in the Asian take away a few hours before his attack show's a very unstable person in a very poor emotional state. He ordered his food but didn't have money. He cam back a while later with the money and re ordered his meal. He was jittery and shakey in a highly charghed state. He fell over ant one point and required help to his feet. There was obviously something going on like maybe missing his meds, and nobody to help him. Govt's need to end this ignoring of mental health assistance as it will always come back to bite, sometimes harder than others.
