I lived in Melbourne about 10 years ago, they were looking at taxing unused properties. They analysed water usage as a guide to find out which properties were vacant, they found a massive number of brand new apartments in & around the CBD were empty. Majority of which were purchased by overseas buyers. I can easily believe the 1m vacant properties when you take into account second holiday homes.
