Tests for genetic weaknesses are not paternity tests. They merely shed some light on probable figure for all of society apart from whatever bias that genetic condition itself may give rise to.
Not ALL OF SOCIETY gets paternity tests albeit many states are now making that law given the problems from child support fraud cases that govts are becoming aware of.
