I think most people here don't realise the only reason Australia is doing this is to buy them off, for a security agreement. The US told Australia to buy off Tuvalu by giving them $350m and this gives US veto if China want to sign a security agreement with Tuvalu like they did with Solomon Islands.
This is not Australia's decision and never has been, Tuvalu is close to America occupied Samoa and US cannot allow a peer competitor to have a security agreement with a nearby country. This climate visa is just BS. Tuvalu is the real winner here, they just got $350m and free residency to Australia by playing the China card with US.
People are truly naive if you think Australia is giving money and free residency to a bunch of people who have no skills to contribute whatsoever out of the kindness of their heart while other countries spend a fortune try to migrate here on a skilled visa and still have to get on a waiting list.
