"...The Ukrainian people elected Zel to govern..." First, that happened based on Zel's promises of peace. Second, most of the people from DPR, LPR and Crimea never got to vote. And if the Ukrainian government considers those territories to be a a part of Ukraine, than those elections were illegitimate.
