Funding schools is a state matter not a federal government one. Hence only private schools and specific projects are commonwealth funding not for day to day operations. Hence we have a wide variation between state public schools based on state spending budgets. Please don't just measure federal funding without taking into account state budgets. Private schools are private because they are run independent of state administration and regulations. They are subject to Parliamentary Education Acts covering their operation and have regular reviews for standards, curriculum assurances.etc Therefore they should be be considered as private.
