It may be as simple as the RISC delay being the convenient excuse to justify a lack of response to the CNE announcement.
Based on Cath's unofficial remarks and the fact that RISC were working on an upgrade long before the CNE announcement I feel the FAR announcement may have been suppressed as it is now well over due.
