"they don't stop at the first safe one.". ..... you might have noticed the the countries that many escapees from tyranny pass though are also sources of people wanting to escape tyranny. also many countries don't accept refugees and even penalise them. eg. Indonesia will not allow refugee arrivals to work/earn money, won't allow access to health or education, no social benefits..... leaving families to merely survive if they can in a social milieu that is hostile to them.
there aren't so many "safe" countries in the path that asylum seekers take.
