It's the other way around. Iran has been inciting Israel and Saudi Arabia (besides other Sunni Muslim countries) in the Middle East for decades.

Iran has been steadily building up its military proxies and arming them with 10,000s of rockets across the ME since 1979 - Hezbollah, Houthis in 6 different Shia majority countries, Hamas and Islamic Jihad in Gaza
