Notwithstanding the irredeemable, squirrely, criminal kids which will always need secure (humane) incarceration to protect the public, all other convicted criminal kids should be housed in a (security designed) school environment that doesn't look or feel like a prison. I agree with you Scoto: to just throw kids in a hell-hole just perpetuates their future as outcasts and criminals - at immeasurable, ongoing cost to the public, and certainly way beyond the long-term cost of a more constructive juvenile penal system and infrastructure.
