My understanding is that companies can't offer shares to retail without issuing a prospectus. And that's an expensive exercise.
RAC doesn't make the ASIC rules.
Neither does Hunter.
BTW, I fully agree that the ASIC rules are less than ideal.
Any retail expecting to get leftovers is deluded.
