There's a decent stream of volunteers. There's around 300k conscripts per year, some of which end up signing contracts. There's mercenaries.ZERO need for the Russian government to grab or trick anyone.

Much easier to grab your own people off the streets, rather than stir things up internationally and "trick" or "grab" people from other countries. Logic. Use it.
On the other hand, Ukrainian "force mobilization" campaign is all over Ukrainian media. All the cases of beatings. Cases where ordinary citizens stepped in to help the victims of forceful mobilisation tactics of Ukrainian recruiters. A whole bunch of cases where the "forcefully-mobilized" died. A couple of cases where the Ukrainian recruiters used firearms to intimidate people.
