From what I've seen, since the start of the "invasion", the Russian government was always open to negotiations. Even after the Ukrainian government issued a decree banning itself from negotiating with Russia. I'm just not quite sure how you expect Ukraine to achieve it's peace initiative without negotiating with Russia. Which they can't do, because they banned themselves from doing it.
