Putin is the fascist dictator of Russia, he quite could easily say the war, sorry SMO, is over, Russian won and go home. Nothing nor no one stopping him from doing that.
Putin never negotiated the start of his war with Ukraine, he can just as easily end his failed war without negotiating with Ukraine.
