No it does not matter that the mayor of Bucha didn't mention Russian war crimes when reporting that Russian forces had been driven from the city the day before the first known evidence of Russian war crimes emerged.
None of that has any bearing nor relevance to the fact that Russian forces committed heinous war crimes against Ukrainian civilians and discovery of this was made on April 1st.
