Because the US backed the existance of S Korea ..... any incursion by the north and the war would've been on again . Same most apply in Ukraine .....if any agreement happens it's needs to rely on more than putins word (which is uselessand valuless) and on physcal resence in Ukraine of NATO soldier ready to fight anytime russia feels they might like to have another go .
without that force it would be inevitable russia would be back for a third attempt .
so if you really want peace - face the reality - trust or putins signature just won't cut it !!
