Basically a biased website (Wikipedia) saying "effectively declared war on Ukraine" is really saying - its an SMO, but lets call it a war.......and we won't refer to the fact that officially it is an SMO - the other copy and paste in the same sort of mince that you posted....blah blah told a journalist "we are at war.....blah blah".......only that has NEVER been announced nor declared by the Kremlin. Go figure.
Happy to await more lame bluster on this subject from you - really keen for you to post actual FACT in the way of official announcements
