you've been out of practice so long you aren't aware of the changes that have occurred. interstate police networks can access other state information easily enough today. same with good quality health care engagement.
but yep you point to a singularly vital part of the release system. they still release inmates who've completed their sentence with only a couple of hundred in their pockets and no place to go. this in itself is a key contributor to recidivist behaviours. so far there remain only a few small and ill-funded voluntary orgs who offer assistance to newly released inmates. at the very least the prison system should provide transport past the first pub they currently walk to.
