Yeah, they don't get it. The reason a merit appeal isn't an option is that the IPC sits as a defacto 'appeals' board when they hold a public hearing. It is the Government that gives the recommendation for approval in the first place so the IPC then vet this decision to have the final say and the public hearing aspect of contentious developments (receiving more than 50 unique opposition submissions) puts this out in the open transparently. They may not like the decision, but they all received a fair hearing and had their chance to stand up in public day after day at the hearing and give their views.
