@mjsha9 , I have an analogy...
Think of the plant as a new type of generator that ASN are building that needs brine to power it. They're putting it at GR instead of PBP.... anyway, thats how I see it. Same as the DFS for GR ..both could be a pretty straight forward copy and paste with some minor changes.
