Looked it up - Tully area? Yes, one would think a good whoaboy would be needed in that area. Excavator construction is best in my opinion, graders not the best for compaction and overall construction but it does depend on the operator too. Some of these renewable wind farm projects have had a free reign from an environmental controls perspective from what I have heard locally around Rockhampton.
