yes I thought the announcement by police commissioner Webb of "terrorism" was overkill. it looked to me to be a lone kid with a problem with the anti-everything attitude of the "bishop". he might be gay and didn't like being told he would go to hell.
Minns came out of his box and spoke about the legal requirement to upgrading a single auto of violence to "terrorism" as a means of "unlocking" certain additional abilities for police to investigate the stabbing. the kid is under arrest but as he's under 18 he could be released under child laws.
in order to keep him in custody they needed to unlock special access and investigatory abilities reserved for serious crimes of violence. it was a legal requirement to use the legal term "terrorist act".
